Столичная система здравоохранения реализует государственную политику в сфере здравоохранения, обеспечивающую необходимые условия для оказания гражданам доступной и высококачественной медицинской помощи.</p><sec><title>   Цель</title><p>   Цель. Описание основных подходов к модернизации московского здравоохранения с учетом темпов развития инфраструктуры мегаполиса и потребностей его жителей в качественной и доступной медицинскойпомощи.</p></sec><sec><title>   Материалы и методы</title><p>   Материалы и методы. Проведен анализ общей заболеваемости и по классам заболеваний, среднего числа посещений на одного жителя в год по заболеванию, ресурсного обеспечения и деятельности медицинских организаций, подведомственных Департаменту здравоохранения города Москвы (ДЗМ), по данным федеральных форм статистического наблюдения за 2018–2022 гг.</p></sec><sec><title>   Результаты</title><p>   Результаты. На фоне роста общей заболеваемости взрослых в Российской Федерации (на 10,4 %) в Москве наблюдается аналогичная тенденция (в 2022 г. по сравнению с 2021-м на 4,8 %). В настоящее время в столице осуществляется реализация целого ряда проектов, направленных на трансформацию и модернизацию действующей системы здравоохранения, благодаря реализации которых в последние годы Москве удалось достичь целевых показателей программы «Столичное здравоохранение» и значительно превысить аналогичные средние показатели по стране – за период 2010–2022 гг. выросла ожидаемая продолжительность жизни с 74,2 до 78,2 года; в период 2018–2022 гг. существенно снизилась первичная заболеваемость (например, болезнями органов пищеварения – более чем на 28 %, костно-мышечной системы – более чем на 30 %); уменьшено время ожидания приема врачом в поликлинической сети в 3,3 раза. В том числе увеличилось среднее число посещений на одного жителя (8,4) в сравнении с 2018 г. – на 3,7 %.</p></sec><sec><title>   Заключение</title><p>   Заключение. Модернизация столичной медицины осуществляется на уровне технического оснащения, кадрового обеспечения и организационных решений. Новые управленческие технологии включают в себя комплексный подход к модернизации инфраструктуры, построение масштабируемых процессов и максимальную автоматизацию, что требует как интегрированного подхода внутри ДЗМ, так и межотраслевого взаимодействия.</p></sec></abstract><trans-abstract xml:lang="en"><p>   In modern socio-political and socio-economic conditions, the task of preserving, strengthening and improving the health of the population of any city, especially the capital, is becoming extremely relevant and important. The capital’s healthcare system implements a state policy in the field of healthcare, providing the necessary conditions for providing citizens with affordable and high-quality medical care.</p><sec><title>   Aim</title><p>   Aim. Describe the main approaches to the modernization of Moscow healthcare, taking into account the pace of development of the megalopolis infrastructure and the needs of its residents in high-quality and affordable medical care.</p></sec><sec><title>   Materials and methods</title><p>   Materials and methods. The analysis of the general morbidity and by classes of diseases, the average number of visits per resident per year by disease, resource provision and activities of medical organizations subordinate to the Moscow Healthcare Department according to federal forms of statistical observation for 2018–2022 was carried out.</p></sec><sec><title>   Results</title><p>   Results. Against the background of an increase in the general morbidity of adults in the Russian Federation (by 10.4 %), a similar trend is observed in Moscow (by 4.8 % in 2022 compared to 2021). Currently, a number of projects aimed at transforming and modernizing the current healthcare system are being implemented in the capital, thanks to the implementation of which in recent years Moscow has managed to achieve the targets of the Capital Healthcare program and significantly exceed similar national averages – for the period 2010–2022, life expectancy has increased from 74.2 years to 78.2 years; for the period 2018–2022, primary morbidity has significantly decreased (for example, diseases of the digestive system – by more than 28 %, diseases of the musculoskeletal system – by more than 30 %); waiting time for admission by a doctor in the polyclinic network has been reduced by 3.3 times. Including an increase in the average number of visits per resident (8.4) compared to 2018 – by 3.7 %.</p></sec><sec><title>   Conclusion</title><p>   Conclusion. Modernization of the capital’s medicine is carried out at the level of technical equipment, staffing and organizational solutions.
